Axon Performance is a police compliance product that I helped bring from 0 to 1. Myself and my project manager researched, iterated upon and built this web app from scratch, working with our dispersed engineering team to ensure that the data quality and indicated accuracy was represented in the best ways possible. Axon Performance has since gone on to function as the industry-leading law enforcement compliance platform.

The problem

When police agencies spend time and resources building out their body worn camera (BWC) and evidence management programs, policies must be put in place to dictate proper camera usage. If these rules are not followed, a wide variety of negative implications follow.

 

The idea behind Axon Performance was to make a highly configurable software product that, when using digital evidence, sensor and body worn camera data, compliance could be more effectively reinforced.

The value

Compliance is not only important to both lawmakers and those running BWC programs, but it also directly impacts civilian trust in law enforcement. This product aimed to accomplish 2 things:

 

  • Give law enforcement agencies the ability to prove program efficacy through data

 

  • Unblock dozens of BWC contracts worth millions of dollars that required compliance tools, the missing piece and an ever-increasing industry requirement.

We spent months surveying and interviewing BWC users, admins, police chiefs and more to better understand what they might need from a compliance product.

 

Some of the insights tracked across personas, while others indicated that we needed to build an inherent amount of configurability into the product.

Research & validation

Rapid iteration

Due to the way digital evidence lives in the ecosystem and how public disclosure works, the team had to be strategic about where Performance was positioned within the platform.

 

My PM and I spent an extensive amount of time working to find ways to leverage our data holdings without crossing certain permissive boundaries. From a UX standpoint, we had to explore an additional set of permissions to ensure that various workflows and insights were only present to specific users.

Final Direction

The compliance dashboard was structured the same way as the department, with agency-level metrics and the ability to quickly drill down by squad, compliance adherence, and more.

The video review experience allows supervisors to quickly watch their officers’ videos to ensure all behaviors were inline with policy. An AI transcription was made available as well.
